GENERAL STATEMENT OF JOB
Under general supervision, performs supervisory and administrative work overseeing the technical installation, maintenance and repair of the City’s water distribution infrastructure and related appurtenances; to include raw water transmission and reclaimed water systems. Work includes considerable independence and discretion while planning, organizing, supervising and reviewing the work of skilled and semi-skilled workers performing assigned tasks and, at times, during emergency circumstances. Typical maintenance work overseen by this position includes, but is not limited to, repairs on potable water mains and service lines, hydrants, valves, meters and heavy equipment related operations. Must be able to plan and coordinate several simultaneous and complex activities in multiple locations performed by subordinate staff. Responsible for establishing and monitoring schedules, purchasing equipment, supplies and material and preparing activity reports. In cases where in-house construction projects are required, employee shall be responsible for establishing construction schedules, procurement of all parts, equipment and/or materials required to complete project to entirety, following all City of Palm Bay specifications and standards. Reports to the Water Distribution Superintendent.
SPECIFIC DUTIES & RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS
Supervises, assigns and directs activities of the City’s water distribution system operations.
Develops, establishes and ensures adherence to policies, goals, procedures and standards.
Effectively leads staff by communicating Departmental goals, divesting control and encouraging employee innovation through the implementation of reciprocated practices.
Administers and makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, performance evaluations and discipline, etc., and submitting such records and reports as required per Department and City policies.
Establishes and monitors adherence to maintenance schedules for Department equipment; oversees performance of maintenance and repair work as scheduled or otherwise necessary.
Researches equipment and supply prices and prepares purchase specifications; purchase supplies and equipment as necessary to maintain adequate inventory for daily maintenance operations.
Prepares and maintains various activity records and reports; submits reports to management as requested or as otherwise deemed appropriate; projects personnel and cost estimates to assist in Department budget proposal preparation.
Reviews trade journals and other appropriate literature to enhance and maintain knowledge of trends and developments in the field of water distribution.
Prepares rough drawings, specifications and calculations for the rehabilitation and replacement of the water systems.
Determines equipment, labor, and material requirements to perform construction projects.
Utilizes computerized maintenance management systems (CMMS), GIS and other related programs to manage workflows and data collection.
Responds to questions and complaints from the public related to division activities and explains City of Palm Bay Utility policies, as necessary.
Consults with staff to resolve technical, operational or personnel problems; troubleshoots complex technical problems, develops alternative solutions and makes recommendations for action.
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after hour calls.

EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee’s Department Head will make the determination as to who will be required to work.
MINIMUM TRAINING & EXPERIENCE
Graduation from high school plus a minimum of five (5) years of experience in water distribution system operation and maintenance. An associate degree in water technology or related field is preferred. Two (2) years of supervisory experience working in a foreman, or higher, capacity for a water distribution system required. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENT
Must possess a valid Florida Department Environmental Protection (FDEP) Water Distribution System Operators Class I License. A valid Florida Class A Commercial Driver’s License is preferred.
Licenses/Certifications must be kept current while in this classification.
NOTE: Out of State candidates applying for reciprocity of the required license may be considered for this position.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment, including computers, calculators, scanners, copiers, etc. Must be physically able to operate a variety of equipment and machinery including generators, pumps, cutting torches, hand and power tools and electrical diagnostic equipment, etc. Must be physically able to operate ¾-ton pickup trucks. Must be able to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 25 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or upon varying terrain, surfaces or physical structures. Physical demand requirements are for heavy work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates or assistants.
Language Ability: Requires the ability to read a variety of work orders, correspondence, service records, invoices, purchase orders, charts, diagrams, etc. Requires the ability to prepare work orders, maintenance reports, purchase specifications, purchase orders, personnel records, schedules, forms, etc. using prescribed format. Requires the ability to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables.
Verbal Aptitude: Requires the ability to record and deliver information to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including mechanical and electrical terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra and geometry.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Manual Dexterity: Requires the ability to handle a variety of items, equipment and machinery, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

PERFORMANCE INDICATORS
Knowledge of Job: Has thorough knowledge of the methods of installation, repairing and maintaining water mains, valves, service materials, water meters, fire hydrants and all other appurtenances related to water distribution systems. Knowledge of construction and field inspection methods and practices. Has general knowledge of the various grades, quality standards and sources of supply and price trends for a variety of utilities maintenance equipment, supplies and materials. Has general knowledge of the principles of supervision, organization and administration. Has general knowledge of the current literature, trends and developments in the field of water distribution system maintenance administration. Is skilled in the use and care of various hand and power tools and understands the safety hazards and applicable precautions involved with such work. Is able to perform minor equipment repairs. Is able to develop, implement and ensure adherence to preventive maintenance schedules. Is able to inspect water fixtures installation and maintenance work for adherence to plans, specifications and work orders. Is able to analyze and interpret policy and procedural guidelines and to resolve problems and questions. Is able to perform mathematical computations with speed and accuracy. Is able to prepare product specifications and exercise independent judgment in selecting from available items and cost quotations when preparing purchases. Is able to prepare activity and technical reports. Is able to assign, direct and supervise a staff of unskilled to skilled workers through methods of delegation and the assigning and reviewing of work orders. Is able to exercise tact and courtesy in contact with utilities customers and the general public. Is able to perform manual labor for extended periods of time, possibly under stressful and arduous conditions. Is able to establish and maintain effective working relationships as necessitated by work assignments.

Staffing: Works with other department officials and management to select and recommend employment of personnel for the division who are qualified both technically and philosophically to meet the needs of the division and the department. Personally directs the development and training of division personnel in order to ensure that they are properly inducted, oriented and trained.

Has a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to staff so that they know whether their performance levels are satisfactory.
